A precautionary state of local emergency has been declared for the Whangārei District as of 4:00pm today, Tuesday 20 January 2026.

The declaration was signed by Mayor Ken Couper and Civil Defence Controller Victoria Harwood for an initial period of seven days. While Mayor Couper notes these declarations are "extremely rare," this step has been taken due to the significant damage already sustained in Oakura and Whangaruru, and the risk posed by incoming weather.

The Forecast MetService has issued an Orange Heavy Rain Warning effective until 2:00am Thursday, 22 January. A tropical low arriving on Wednesday is expected to bring very heavy rain and strong winds, with conditions easing by mid-Thursday.

Civil Defence Controller Victoria Harwood says that while they aren't sure if emergency powers - like mandatory evacuations or road closures - will be needed, it’s about being ready.

"This will ensure we have those extra powers available to us should we need them," she says.

Emergency Response Police, Fire and Emergency, and Hato Hone St John have brought additional personnel and equipment into the region. Agencies are coordinating closely, and Mayor Couper has visited affected areas near Oakura today to see the damage first-hand.

Road Closures & Travel Surface flooding, slips, and treefalls are likely. Most roads are open but caution is required as some are down to one lane.

  • Rawhiti Road: Closed due to a bridge wash-out.

  • Russell Road: Take extra care on the central section as it may be affected by flooding during high tides.

Information for Oakura & Whangaruru Residents

  • Waste: Two skip bins are available near Oakura Hall for flood-damaged items. The Oakura Transfer Station is open 8am–4pm Wednesday, 21 January, accepting flood-damaged waste at no charge.

  • Water: Private tanks may be contaminated. Boil all water before use. Free bottled water is available from the Civil Defence team at the Oakura Store, or collect fresh water from the Marae.

  • Holiday Homes: Owners are asked to delay visiting until the weather passes.

  • Shellfish: Do not collect shellfish for at least 28 days due to wastewater spills.
